First, post boxes do go out of commission temporarily for various reasons.
Snails eating the post is one I've seen. Some, just dont work in a given
location, like this one <https://www.openstreetmap.org/node/1018817841>
mapped by Gregory Marler, which has been a zombie post box for a lot longer
than it was a post box.
Secondly, there are a number of historically significant post boxes which
are no longer in use. Two which come to mind are the Air Mail box
<https://www.openstreetmap.org/node/1574742829> outside Windsor Castle & the
one <https://www.openstreetmap.org/node/416856132> which was bombed by
suffragettes pre-WW1 in Hampstead.
In all these cases the fact that you can't post letters there was rather
obscured, so I've updated them to disused:amenity. The downside is that
someone may see them not rendered & try and add them again (which may be
why I used disused=yes for the Windsor one in the first place).
