Short answer: no.

There is no mass change method that is either desirable or even allowable
because the only way of arriving at this data accurately and
legitimately is by a ground survey for each box. The long way! However, by
all means tag boxes you think may have changed, with a note or fixme, for
others to resurvey.

Also, if you notice mass changes to anything mappable in your local area,
never assume this applies to a wider region without seeking a consensus
first.

FWIW a number of rural boxes in my area have been Mo-Fr 09:00; Sa 07:00 for
years. But that's all: I wouldn't assume those collection times apply to
any other box unless they'd been individually verified by a recent ground
survey.
