Just to clarify a bit more here: they're never deleted because they
are still valid, registered land (probably now owned by the council).
This is a feature of the land registry, not a bug!
The eventual endgame is that all land is registered, however
registration only has to occur when land is sold or when a mortgage is
taken out on it. Unregistered land has not seen either of these events
since mandatory registration was introduced.
Roads themselves don't normally change ownership very often, so they
are much more likely to be unregistered.
