That depends on the location, and how it was done historically in that 
place. There are some locations where the Cadastral parcels meet in the 
centre of the road, but others where they end at the edge of the highway.

The more recently the road was built, the more likely it is that the 
road itself is a separate title to the adjoining premises.

What is, often, the case is that where the highway is a separate title, 
it's unregistered (and hence doesn't show in the Cadastral database), 
because it became separate before registration became compulsory and 
ownership hasn't changed since.
