That's not possible in the UK.  IPR rights can only lapse into the 
public domain with the passage of time, in the UK.  That's one of the 
main reasons for the existence of the CC0 licence, although I don't 
whether that can be used for databases.

Even in the USA, there is some doubt as to whether anything not done for 
the federal government can be forced into the public domain.
