This is, indeed, the most practical solution. It was why Dad made a
significant contribution to restoring the handrail on the steps of our
local church.

The council are so strapped for cash that even if it was on their land, I
suspect it would be a low priority. It is actually on one of the university
campuses.
Irritating short runs of steps seem to be a common feature of 60s campuses
in general, and not all have ramp bypasses.

I think the idea of adding a short bypassing loop footway
(trail_visibility=low, surface=grass, informal=yes, with a suitable note
makes a lot of sense. It's certainly based on ground survey.
