Hi Andy,

What I would usually mean is

  access=open (there is nothing to prevent it, and when I did so no-one 
objected),

or

  access=unknown (mapped from aerial imagery, no means of knowing the 
access status, but there is definitely a road there)

If we have to determine the exact legal status before mapping something, 
hardly anything would get mapped. Just finding out who to ask would be 
difficult enough.

On one occasion when I was walking a back alleyway, one landowner 
shouted angrily "that's a private footpath, you are not allowed here". 
His neighbour hearing this shouted back "well I own it too, and I don't 
mind a bit, it's a nice day for a walk".
