I think this needs to come with a health warning.

Not all of the data on Rowmaps.com is suitably licensed for use in
OSM. Some of the datasets there were only ever released under the
(non-OSM-compatible) OS OpenData licence, and were not officially
re-licenced by the councils. Rowmaps.com is not always clear about
this, and suggests (incorrectly) that such data can be used under the
OGL based solely on OS's statements about their licence change. See
e.g. http://www.rowmaps.com/datasets/RO/ . (Since OS don't own all the
IPR in the PRoW datasets, it's not within their power to unilaterally
change the licence that the council originally imposed.) Also, the OGL
data requires attribution. So you can only make use of an OGL dataset
in OSM if the details have been added to
https://wiki.openstreetmap.org/wiki/Contributors . A number of
Council's PRoW datasets have been added there, but by no means all of
the compatible ones on rowmaps.com.

Richard, to help avoid accidental mis-use of the tiles for OSM
mapping, would it be possible for you to limit the counties included
to those where the data is suitably licensed for OSM and the required
attribution statements have been added to
https://wiki.openstreetmap.org/wiki/Contributors#United_Kingdom ?
