Maybe I'm misunderstanding your use of addr:street and addr:place -- but
I note on https://wiki.openstreetmap.org/wiki/Key:addr:place that there
is an explicit statement that:
> No object should have addr:place=* and addr:street
> <https://wiki.openstreetmap.org/wiki/Key:addr:street>=* at the same time.
Also (just checked, as memory like a sieve) JOSM complains if you add
both addr:street and addr:place.
