IMHO an alley is a narrow access way. It functions as a service road, allowing rubbish and ash from the fires to be removed, without going through the smart, front entrance.
I would expect an alley to be too narrow for a vehicle, but you could could come home from the mine, or factory, on your bike, wheel it up the alley and store it in your back yard.
Alleys are also useful for criminals to evade capture, as they are too narrow for police cars to follow and the layout is probably better know to them than to Law Enforcement.
TL;DR
Alley is a sub-class of service road, so I agree with:
highway=service; service=alley
