(StreetView link).  Naming is daft though - when I look at Hanway St it reminded me of Bristol's (very narrow) Broad St.  Many alleys are unadopted and/or unmaintained.

Hanway St is one way and looks intended to be low-traffic, but clearly has frontages on it - it looks like an unclassified road, just a small one

I can't completely decide between unclassified and service/alley. It is probably as much an alley as Diagon Alley is in Harry Potter.  One factor that might mitigate against unclassified, is that it isn't a likely through route for a motor vehicle.
