I'm not sure a lifecycle prefix is necessary - if it still exists on the ground it is still a bus stop even if it isn't currently used as one by scheduled services - it might be used by local community transport services on an irregular unscheduled basis for example. I used to delete stops with a modification status of del, but have had to reinstate a few later and so read the Naptan spec (yawn) which says:

Delete - If the element is being rendered inactive. Records marked as deleted should continue to be exported in subsequent data exchanges. It is possible to reactivate deleted stops: a reactivated stop has a status of revise, (not new).

Since then I'll more likely add naptan:status=del and add a note that the stop needs surveying:

I wouldn't go to a great effort to find which ones you've removed (or more accurately I'm not intending to make a great effort to find the ones I've removed) - if bus routes get added/maintained (which is pretty much a weekly task) you'll find any that have been reactivated soon enough.
