That's not the point, though, as far as OSM is concerned. We can't map 
that, any more than we can map where double yellow lines are faded and 
unenforceable or a TRO hasn't been correctly applied.

I don't know what the precise tags are, without looking at the wiki. But 
whatever the tags are for free parking up to a specified maximum length 
of time, that's how it should be mapped.
