[Talk-GB] Tagging "free for first N hours" car parks

Many of these are operated by ex-clamping cowboys who now operate the same
scheme but with no need for clamps and all under the protection of
parliament  so I suggest :
operator= scumbucket_scam_merchant   and designation= legalised_larceny.
You can tell I've been had by one of these operators along with tens of
thousands of others.
