Are the two parts connected internally?  If not, the best way would be 
to model and name the two parts. I imagine this is quite common these 
days because councils require affordable housing, but that is usually 
implemented in a less desirable part of the building, and with its own 
entrance.

Also, I believe there is a tag that indicates that there really is no 
name, which one would hope validators would honour.
