The source data for that comes from here:

https://www.ofcom.org.uk/spectrum/information/spectrum-information-system-sis/spectrum-information-portal

And it is OGL as per https://www.ofcom.org.uk/research-and-data/data/opendata

That said I'm not really sure there is really any data which lends
itself to be imported into OSM. There are a lot of links and I don't
really see the point of duplicating them in OSM when you can get a
daily export of the data from Ofcom.

I used to render these on OpenInfraMap from the Ofcom data, but that
got lost in a site upgrade a few years back and I haven't got round to
re-adding it.
