I think Phil's right.
I'd hoped to use refill to find open/public water points - my water
board promote those and the refill app together. I deleted it almost
immediately as apart from being rather annoying the markers for cafes so
dominate the app it's impossible to find the others.
I still want to see sources of drinking water being mapped, but I don't
think refill is a good source of survey hints even in normal times
