Horses may struggle, but I've been known to lift my bike over kissing 
gates and stiles for a few legitimate reasons, e.g: a stile is next to a 
proper gate on a bridleway and the gate is locked or too damaged to 
open; a bridleway was blocked, and I've had to use a footpath as a 
detour (quite likely pushing, possibly carrying).  There's also getting 
lost.


Of course only the first of these is compatible with a right to ride 
there, but then there are plenty of cases where a footpath runs along an 
access road, perhaps private, and bicycle access should probably be 
tagged as "destination" or "private".


It's a tricky one
