The obstruction only exists at the barrier.  Propagating that 
obstruction along the way is something that the renderer (router 
normally) should be doing.  The basic rule is that you don't make 
judgements about the suitability of a way, but rather provide the facts 
that allow the data consumer to make that judgement.
