I am neither a lawyer or expert on Rowmaps etc. But my reading is 
Rowmaps and MapThePaths are showing you data that is derived [1] from 
the appropriate councils definitive map, but the council hasnt agreed to 
release under appropriate licence.  Or am I oversimplifying things.
