I'm doubtful. There could be two different buildings next to each
other, for example, one with accessble toilets designated for
wheelchair only (tagged toilets:wheelchair=yes) and one with
inaccessible toilets (tagged toilets:wheelchair=no and toilets=yes).
In that case, you wouldn't want to make your suggested edit, would
you?
