[Talk-GB] Correcting an unsafe cycle route onto Homerton High St

Hi Mat,
Judgments of safety are subjective, so I would try to keep them out of
OSM thoughts. "Safety" has definitely been discussed before, though I
can't remember in which forum nor can find a link to any general
advice about it right now, apart from
https://wiki.openstreetmap.org/wiki/Verifiability
It seems inappropriate to delete it, since for example pedestrians
could perfectly reasonably come out of Homerton Row and turn left to
walk along Homerton High Street (without crossing). No reason to hide
that from the data.
I'm assuming that the standard UK rules of the road apply in that area
and since the pavement is alongside a road, this means bicycles
shouldn't officially be riding on it (except for the part that's
explicitly a cycle lane, of course). If I'm understanding the picture
right, I'd guess that's why it's already marked as bicycle=dismount,
so already matches what is correct?
