Resident exemptions are going to be increasingly common in road
routings, with low traffic neighbourhoods that only allow residents
with specific exemptions through. This also already widespread with
school streets. I think it needs a motor_vehicle=exemption. More
broadly, I think OSM tagging makes a mistake by conflating legal
access with practical access. A legally private street can be widely
used by the public, while a publicly owned street can be set to be
highly restricted. I would prefer to see a new legal_access or
legal_status tag to capture the legal status, with the existing access
tags used to refer to how it is actually used (and what routers should
do)
