I think that could put the routers on dangerous ground.  We have local 
modal filters, consisting of planters and signs.  There were going to be 
bollards, but they haven't been installed, I believe because of 
difficulty in emergency vehicle access.

Most motorists ignore these and drive straight through.  I'm told they 
have even moved aside temporary barriers.  If routers advised based on 
actual usage, they would be inciting people to break the law.
