Hi Russ,
Interesting project. I don't have any particular opinion on the merits of
your idea but, as always with these things, it's helpful for mappers to
give it a try and see if any anomalies in their local area are thrown up by
the results.
I think some of the mapping comes down to whether amenity=hospital is
accompanied by building=hospital and healthcare=hospital also.
In the light of this I've made a manual change to one of the hospitals your
render flagged up and we'll see if that changes its marker from green to
blue. It's this object: http://osm.org/relation/11916361
