Yes - I believe they should always be tagged as amenity=hospital (if
they have inpatient beds), or amenity=clinic (if they are
outpatient-only). The building=hospital tags are nice to have, but one
hospital can consist of multiple buildings, so there should always be
an amenity tag as well. The renderer will also reward you with the
correct rendering if you use these tags.
