Planning application web sites are generally provided with a restrictive 
licence that says that the information on them can only be used in 
relation to the planning application.  The base maps used are generally 
the sort from which OS make their money and are sold on time limited 
licenses, if in electronic form; the applicant is required to destroy 
all copies after a year.

As such you cannot really use them, except possibly as an indication of 
who you should ask for unrestricted information, and I'm not sure that 
even that is a permitted use.
