Well clearly I would be using the information "in relation to the 
planning application".

In fact I'm only interested is showing the site boundary. All the 
relevant ways are already on OSM (hedgerows, roads, part of the district 
boundary) so don't need to be copied from the planning maps. I can 
simply add tags to the existing ways to create a relation, which can 
then be linked to.

My question really was how to tag such a relation.

Many thanks for the replies. I don't think I should change the existing 
landuse=farmland, bearing in mind that at present it is actually planted 
with crops.

It is however zoned for future residential use on the latest Local Plan, 
which is presumably a public document.
