Non profits do not make no profits, they simply (as a rule of the thumb)
don't have making a profit as a primary goal and don't distribute them
to owners and the like. Regulation varies strongly according to
jurisdiction, so it is difficult to say more.

Charities tend to be even more regulated (note that often charity and
non-profit ae used interchangeably even though they are not the same
thing in most countries), but even these typically can have at least a
small surplus.
