I would call that a house converted to apartments at least in OSM speak,
and keep maisonette for the, quite distinct, purpose-built structures.
Either way: building=house|terrace|terraced_house
building:use=apartments|maisonette
As maisonettes are a special case of apartments, I think the primary
interest in tagging is in the original building form.
