Other alternatives include Glympse (cross platform) which has the benefit of being visible without an account. You just send a hyperlink. Though they’re using HERE maps as their tiles on the browser, which can be a bit meh in some areas - the iOS app gives a choice of google, Apple or Waze, unsure what’s available on Android. A satellite view is also available.

So it doesn't have a live location sharing feature - although someone out there may have created a website or app which has that feature and uses OSM as the display map.

I don't use WhatsApp but it looks like they have a Live Location feature which might make it possible for your volunteers to share their live location within a closed group? https://faq.whatsapp.com/android/chats/how-to-use-live-location/

Comms was rubbish, with us messaging on WhatsApp. I’ve tried, but have been unable, to find a mapping application with a closed user group so we could see live where each of us were, both for safety and to enable a central controller to distribute our limited resources as efficiently as possible. Can this be done via Open Street map?
