Maybe your (1) (2) (3) (4) should be

  - (1) render names in Polish
  - (2) if name tag ls in a latin script show name tag
  - (3) if name tag is not latin script  and there is a latin script
language name use that
  - (4) show name tag

There may be complications in defining what is a latin  script language.
