[Talk-GB] "designated" and "permissive" confuse new people

Hello David.

Of the people I've noticed, they're probably iD users, and almost always
local people doing useful stuff - mapping their local area.

Your point about access=destination was exactly the point I was making - on
an ordinary urban footway that isn't a right of way, unless there are
explicit signs forbidding cycling, I would have thought no particular
access tags were needed (so nothing for motor_vehicle, foot, horse,
bicycle, access, etc.).  I think people are assuming they need to fill in
all the access boxes on a highway.  I think just not showing the access
boxes unless someone ticks a box to say they want to override the defaults
would probably be best.
