[Talk-GB] Quarterly Project: Waste and Recycling

I've been thinking of this project mostly around household refuse and
Household Waste Recycling Centres because of a project i've been doing with
Code The City https://openwastemap.uk/ However, it could cover all sorts of
interests from the circular economy, waste water,  2nd-hand shops (which
return items back into service == recycling) to Christmas tree drop-off
points (e.g. recycling:christmas_trees with opening_hours=Jan 01-Jan 15
apparently).

The Quarterly Project is yours to interpret and adapt as you see fit and/or
join in with some of the tasks currently listed.
