[Talk-GB] Sewage Outfalls

As sewage outfalls are in the news at present it might be a good
opportunity to map some of them, particularly those close to popular
bathing beaches.

Tagging is still a little unsettled, but the following seems reasonable:

* The outfall pipe mapped as man_made=pipeline, substance=sewage (some
existing pipes are mapped as man_made=outfall). There doesn't seem to be a
consensus tag for "grey water", both waterwaste and wastewater having
roughly equal usage. Overpass query showing current objects tagged with

* The end of the pipe mapped either as man_made=outfall
<https://wiki.openstreetmap.org/wiki/Tag:man_made%3Doutfall> or with the
new outlet key
<https://wiki.openstreetmap.org/wiki/Proposed_features/Outlets_proposal>
which is currently under discussion.

I'm open to other suggestions, and any other ideas for locating the
outfalls.
