Hi,
OS would almost certainly claim some derived copyright in the map based
view. You could certainly ask for permission to use the text based version
which is derived from the council's statutory Llist of Streets. I believe
some council's have made their List of Streets available under the OGL.
There is no particular contradiction between inclusion on both the List of
Streets and Definitive Map of Prow. In theory all publicly maintainable
highways should be included on the LoS. Whilst it's true that many councils
don't bother recording minor highways such as footpaths and Bridleways, as
the linked page notes, inclusion merely indicates maintenance
responsibility not vehicular access rights
