[Talk-GB] Fixing non-closed polygons in the United Kingdom

My ears are burning...
This highlights my long held belief about 'validators' such as
maproulette which induce contributors to believe that the OSM database
is 100% definitely incorrect without doing any personal research. The
delay in database updates, in this instance.
Please pay attention when editing in OSM. Don't amend unless you're
absolutely sure.
