[Talk-GB] Where do speed signs take effect (from Changing "stub" cycleways to pavements)

Ah, but all the roads are lit by streetlights and there are (occasional) "National Speed Limit" signs on all approach roads to the roundabout... ...and the roundabout is not a residential street, so I reckon (based on very little knowledge) that the National Speed Limit still applies there... ... but which one? The roundabout is a sort-of dual carriageway; you are separated from the traffic going in the opposite direction by a whatever is in the centre of the roundabout (kerb, grass, trees, grass, kerb).

Is the roundabout lit by street lights? If so, it's 30mph!
