[Talk-GB] Where do speed signs take effect (from Changing "stub" cycleways to pavements)

Philosophically - if the roundabout is not navigable at 60mph then any
incident which occurs is dependant on culpability for careless,
dangerous or reckless driving - I suspect that is the thought of a local
authority or police officer.
