They could, however, be added to the search, and third party apps and 
web pages could be encouraged to recognize them.

The key thing about them are that they are an open system, unlike the 
pretty much fully closed "what three words" and the semi-closed UK post 
codes. As such it is desirable that they be encouraged relative to, in 
particular, w3w.

(I suspect that w3w is a translation of latitude and longitude (with 
maybe some special cases thrown in for important features), but the 
encoding rules are kept secret.)
