They certainly shouldn't be part of the tag data, no. The original
proposal, as I understand it (having just had a quick look at the wiki
page in question) is simply to add a resolver to the openstreetmap.org
website so that an OLC in the search box would convert to
latitude/longitude and then display the map at that point.
I think there would be some value to that, particularly given that
Google Maps now supports OLCs so the map-using public may be starting to
get used to them. But, on the other hand, I think that public awareness
of them remains low, and I'm not sure whether adding OLC support to
openstreetmap.org would be a justifiable use of time.
