[Talk-GB] LCN along Victoria Park Road in East London

I was going through the change sets for the cycle path -
https://www.openstreetmap.org/way/294423308 - and I have noticed that there
has been some edits to correct it to being one way but these have been
removed, so I've added my comments to the most recent edit in case the
author is not on the mailing list.
