I absolutely agree with that (and regularly have that discussion with 
people on e.g. Discord!).

I'm not sure that all OSM field apps (such as StreetComplete) reflect 
that though.  Just to take a simple example "building=retail" for 
https://www.openstreetmap.org/way/59108419 makes complete sense, but for 
https://www.openstreetmap.org/relation/5333579 nearby I don't think that 
it does - but maybe here it's a useful marker for "more mapping needed!

Separately to that, the edit I made to 
https://wiki.openstreetmap.org/wiki/Tag:building%3Ddormitory was 
reverted by the user known to "attract regular controversy" (to quote 
the original poster here) and I have commented at 
https://wiki.openstreetmap.org/wiki/User_talk:Adamant1 accordingly.
