This particular round of changes may not be national. This has been done in the past in outer London: minor TW9 and TW10 (Richmond) postboxes have had new signs fitted, but HA5 (Pinner) retains stickers from some years back. Boxes by parades of shops typically keep the extra collections.

Subject: [Talk-GB] Royal Mail collection times changing - 20 February 2023
One of my local postboxes, in north Birmingham, has a sticker on the
collection plate, reading:
"Change to last collection time
"In order to improve efficiency we're reviewing our mail collection
arrangements and revising collection times.
"From 20 February 2023, the final collection from this postbox will be
made no earlier than 9am Monday to Friday and 7am on Saturday. The
latest collection time for this area is shown on the postbox notice.
"For more information please visit www.royalmail.c<http://www.royalmail.c> [obscured]
contact our Customer Service Team on 03456 011399. "
The current collection is 5:15pm, 11:30am on Saturdays, so it's a
significant change.
A photo of the sticker may be seen on Twitter (no sign-in required), at:

It's not clear whether this is a local change, regional, or national.
Do other postboxes around the UK have them, do any not, and do any
have different times? Or implementation dates?
If it's a national change I'll ask for Street Complete to prompt for a
re-survey on all boxes.
