[Talk-GB] Royal Mail collection times changing - 20 February 2023

I believe the notice indicates a local change as part of a national policy
named "Collection on Delivery", which was discussed here back in December.

Royal Mail states that "low use" post boxes  have their mail collected by
local postman/postwoman as part of their delivery route. These post boxes
are given catch all collection time of 9am Mn-Fr, 7am Sa. The ref has a
slight change with the addition of the letter D. There was discussion over
whether we include the "D" in the reference. I include the "D"

So I believe the notice is informing you that the letter box is "low use"
and changing to "Collection on Delivery", with associated change of
collection times and the letter D added to the ref.
