[Talk-GB] Royal Mail collection times changing - 20 February 2023

I concur with Jass here: this is just part of an ongoing roll-out which has
been happening for several years now. I have one postbox within walking
distance which still has an afternoon collection. The earliest change I can
find is 2015, and then one in 2018, although I missed updating another very
low usage pillar box which probably changed in 2015.
Somewhat amazed to find that these haven't been rolled-out countrywide.
