I suspect that "place/STW" is just a copy and paste from the spreadsheet 
that the original mapper used.  Handily, that formatting allows a web 
search to find the data:

Personally, I'd have omitted the "/STW" part (likely as per the sign) 
since that formatting appears to be just for Excel's benefit.

In that version there's no off by one error so Flaxton is at

https://www.openstreetmap.org/#map=19/54.04490/-0.96097

which is correct.  Someone was asking for the source data - perhaps 
web.archive.org has an earlier version of Yorkshire Water's website 
without the off-by-one error in it?
