Maybe - but if so ensure that access tags are set correctly - if part of
a commercial racecourse, I'd expect them to be private.
I've done something similar with private ways-designed-for-horse-use
between farms and gallops or other tracks, although fairly often such
tracks take vehicle traffic too.
