I'm in the position of being able to apply for a 'residential parking 
permit'. In that area it would enable me to park without paying the 
meter that others should pay and I may stay as long as I like. I don't 
bother because it is impossible to find a spot to park at all. The 
parking police do make the rounds and book some people .. but most have 
a 'residential parking permit'! The allotted allocation is 2 per 
household .. yet most households are terrace houses with frontages of 
less than 2 car lengths, hence the issue. I simply use public transport 
(train, bus and taxi) - it is just easier. As for visitor permits .. I 
think you get 4 per year! They may call more than once, most simply give 
up trying to use the permit and go pay a commercial car parking 
establishment!
