Your scheme seems more like the case for private rather than permit
covered in the current description of street parking tagging in the wiki.
It's a bit more generous here (Newham), despite my local authority area
having some of the lowest levels of car ownership in the country. The
first resident permit is free and only subsequent ones incur charges. In
addition to this, each household can purchase up to 20 visitor permits
per month, or business permits for building work.
